Monitoring, Evaluation, Accountability and Learning (MEAL) Officer Full Time

Background and Purpose

Welthungerhilfe is one of the largest German non-governmental organisations in the area of development co-operation and emergency relief. Primarily in co-operation with local partner organisations, its task to contribute to improvement in the nutritional and income basis for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Sector focus is on, WASH, Food and Nutrition security, Livelihoods and when necessary Emergency response.

Welthungerhilfe Zimbabwe is leading a consortium comprising Community Technology Development Organisation, Agricultural Partnerships Trust and Institute of Environmental Studies to implement a project under the UNDP managed Zimbabwe Resilience Building Fund. The project titled Matabeleland Enhanced Livelihoods, Agriculture and Nutrition Adaptation (MELANA) which is being implemented in Umguza, Umzingwane, Nkayi and Bubi districts seeks to build the absorptive, adaptive and transformative capacities of communities to build resilience.

The MELANA programme seeks a MEAL Officer to support to support this aspect of the Programme.

The successful candidate will be expected to perform the following duties:

Support project/program staff on ways to document, organize and capture program progress (including best practices and case studies of innovation and initiatives); Design, revision and implementation of monitoring tools and data collection procedures such as logical framework, project performance tracking, indicators, data flow chart, M&E manuals, Evaluation terms of reference; Manage and monitor implementation of project monitoring and evaluation in alignment with donor requirements; Design and monitor key indicators, appropriate tools, formats and procedures for monitoring each level of the log frame; Oversee monitoring systems to track project performance and changes in the project; Oversee production of quarterly and annual reports as per UNDP contractual requirements; Review the performance of existing management information systems and identify potential modifications; Manage database and information management system for programme output indicators; To set-up and maintain a knowledge management system e.g. human-interest stories, visibility material, Complaint Response Mechanism, lessons learned, exchange meetings; Disseminate information from Accountability, Monitoring and Evaluation to project team; Lead the recruitment and supervision of enumerators for field data collection; Organise and facilitate trainings on monitoring and evaluation functions for capacity building for project team; Collaborate with implementing partners and primary stakeholders through coordination, sharing lessons learnt and good practices.

Knowledge, Skills and Abilities

A university degree in Social Sciences, Development Studies, Statistics and Research or any related field; Five years relevant work experience in data management, preferably an International NGO; Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at the district level; Experience in design and implementation of monitoring and evaluation systems including both qualitative and quantitative approaches; In-depth working knowledge of computer based statistical packages including, Excel and information dissemination software; Excellent report writing and presentation skills; Experience working in consortia with grant funding highly desirable.
